ULYANOV Dmitry Ilyich

ULYANOV Dmitry Ilyich (1874 — 1943) is a doctor, the professional revolutionary, one of heads of the Soviet power in the Crimea, the organizer of the first Soviet resorts on the Crimean peninsula, V. I. Lenin's brother. The member of the CPSU since 1896.

In 1893 D. I. Ulyanov arrived on medical f-t Moscow un-that. Conducted propaganda activities among workers of the plant of Guzhon (nowadays the Sickle and Hammer plant). In 1897 for revolutionary activity it was arrested and spent about a year in prison then it was excluded from un-that, it is sent to Tula, and then to Podolsk under public supervision of police. But also here it continued revolutionary activity, vigorously helping V. of II. To Lenin in the edition of its works.


Since 1900 D. I. Ulyanov began to cooperate with «Spark». It managed to complete medical education only in 1901 in Yuryevskom (nowadays Tartu) un-those. Upon termination of un-that in 1902 it was sent by V. I. Lenin to Odessa where participated in the organization of revolutionary promotion among workers and sailors.

In August, 1902 the second time on the case of distribution of the leaflets calling peasants was arrested to join revolutionary movement of workers. In the spring of 1903 he illegally lodged in Tula where he worked in party committee. Was a delegate of the II congress of RSDRP, on Krom took a firm iskrovsky position. After the congress worked in Kiev, conducted uncompromising struggle with Mensheviks. At the same time D. I. Ulyanov carried out a lot of work on fund raising, necessary for the Sparks edition. In January, 1904 the third time was arrested and was in prison of 11 months. During the revolution of 1905 — 1907 during 1905 — 1906 it worked as the doctor in the Simbirsk provincial zemstvo. Here together with 3. P. Solovyov D. I. Ulyanov was included into the Simbirsk committee of RSDRP. As the health officer D. I. Ulyanov stood up for holding recreational actions, insisted on need of increase in sanitary culture of the population, put forward problems of improvement of activity of public health service. Political and public work of D. I. Ulyanov did not remain unaddressed the local authorities which insisted on elimination of the medical position held by it.

From 1907 to 1911 D. I. Ulyanov worked as the territorial doctor in the Moscow province, actively was engaged in medical practice, being in a continuous communication with the center of the Bolshevist organization.

Since April, 1911 prior to World War I D. I. Ulyanov held a position of the health officer of a territorial justice of the Feodosiya County. During this period there are a lot of forces and energy D. I. Ulyanov gives to improvement of sanitary business, water supply of Feodosiya, the organization of fight against cholera in the county. In 1912 he takes active part in work of the XI provincial congress of doctors, made on Krom the report «To a question of fight against epidemics». At the same time D. I. Ulyanov conducted big party and political work. In 1914 it was called up for military service, served as the senior intern of hospital in Sevastopol, and at the end of war — the doctor of management of the chief of a sanitary part of armies of the Romanian front in Odessa. During military service explained to wounded soldiers and sailors, medical staff essence of imperialistic war from party positions.

After the victory of Great October socialist revolution D. I. Ulyanov was sent by party to Sevastopol and was directly involved in establishment and strengthening of the Soviet power in the Crimea. At this time he was the people's commissar of health care of the Soviet republic of Taurida, one of organizers and employees of the Bolshevist newspaper «Tavricheskaya Pravda», in a cut its many articles were published. During occupation of the Crimea in 1918 by troops of the German Empire it was in Yevpatoria where worked as the saiitarny doctor and supported bonds with a party underground.

In 1919 D. I. Ulyanov is elected the deputy chairman of Council of People's Commissars, the people's commissar of health care and social security of the Crimean Soviet republic.

On December 21, 1920 the decree of Council of People's Commissars «About use of the Crimea for treatment of workers», signed by V. I. Lenin was adopted. D. I. Ulyanov was appointed osoboupolnomochenny Nar-komzdrava of RSFSR in the Crimea. He directed work on recovery of the hospitals and sanatoria destroyed by war. D. I. Ulyanov is the initiator of development of the project of transformation of the Southern coast of the Crimea into a health resort for workers.

In the fall of 1921 D. I. Ulyanov moves to Moscow and the deputy head of department of sanitary education and publishing house Narkomzdrava of RSFSR holds a position. Since 1925 it worked in Communistic un-those of Ya. M. Sverdlov (the manager. medical and sanitary part), and since 1933 — in the scientific sector of policlinic of the Commission of assistance to scientists at Council of People's Commissars of the USSR.

D. I. Ulyanov took active part in work of the Central museum of V. I. Lenin and in the organization of the museums of V. I. Lenin in various cities of our country, «Memories of Vladimir Ilyich» are written to them.

The name of D. I. Ulyanov is carried by streets in Moscow and Ulyanovsk, the Kuibyshev medical Monday t. school No. 2 in Feodosiya, the motor ship of the Baltic sea shipping company. To it monuments in Simferopol, Kuibyshev are erected.

D. I. Ulyanov was a delegate II, XVI and XVII congresses of the CPSU.
