NEW RURAL Sergey Aleksandrovich (1872 — 1953) — the Soviet with-tsial-hygienist, one of founders of sanitary and demographic statistics in the USSR, the academician of AMH (1945), zasl. scientist of RSFSR (1945).

Ended VMA in 1895. Since 1899 worked in bodies of the state statistics and at the same time the prof. of sanitary and demographic statistics at the High statistical courses of the Central statistical committee (1907 — 1924). From 1920 to 1930 was professor of sanitary and demographic statistics in Leningrad in-those improvements of doctors. From 1930 to 1934 the senior demographer in Demographic in-that Academy of Sciences of the USSR; in 1935 — 1950 the prof. of department of social hygiene and the organization of health care Leningrad pediatric in-that.

S. A. Novoselsky published more than 160 scientific works, including 22 monographs and manuals. The greatest fame was gained by sanitary and demographic researches on questions of birth rate, the general and child mortality, average life expectancy, etc. The annual statistical reviews about a condition of national health and the organization of medical care in Russia published by it in 1903 — 1914 still did not lose the methodical and scientific value and are an important information material for history of medicine. Full tables of mortality are provided in the book «Mortality and Life Expectancy in Russia» (1916) conferred an award of the Russian Academy of Sciences, to-rye the censuses of 1897 constructed by a demographic method on the basis of materials and data on the dead for 1896 — 1897 were not published in Russia, earlier. In 1929 it published the full tables of mortality of the population of the USSR developed together with V. V. Payevsky on materials of a population census of 1926 and data on the dead for 1926 — 1927. These tables were a basis for planning of health care and a manpower of the country. In 1929 it published the manual «Fundamentals of Demographic and Sanitary Statistics» which is essentially not transfer, but radical processing of the book of J. J. Whipple. L. S. Kaminskim. S.A. New rural consisted the honorary member of the Leningrad department All-Union about-va hygienists and health officers. It is awarded the order the Labour Red Banner and medals.
