HONORARY TITLES of health workers — in the USSR one of the highest forms of recognition by the state and society of merits of the health workers who caused a stir in the medical, scientific and pedagogical activity, made a big contribution to development of national health care, promoting implementation of the achievements of medical science in practice which showed high moral qualities and dedication and taking active part in public life.

Establishment and assignment of honorary titles in the USSR according to the Constitution of the USSR is within the competence of Presidium of the Supreme Council of the USSR, and establishment and assignment of honorary titles of federal and autonomous republics — within a kompentention of Presidiums of the Supreme Councils of federal and autonomous republics.

Honorary titles «Hero of the Soviet Union», «the Hero of Socialist Work» are appropriated to many health workers (see. Physicians are Heroes of the Soviet Union , Physicians are Heroes of Socialist Work ).

The honorary title «The national doctor of the USSR» is established by the Decree of Presidium of the Supreme Council of the USSR of October 25, 1977 (see. Communist Party of the Soviet Union ) also it is appropriated by Presidium of the Supreme Council of the USSR to doctors of medical sites, out-patient clinics, policlinics, maternity homes, BC and others to lay down. - professional, and a dignity. - professional, institutions, made a big contribution to development of national health care, shown special professional skill, high moral qualities and dedication in the professional activity. The persons awarded an honorary title «The national doctor of the USSR» are handed the diploma of Presidium of the Supreme Council of the USSR and the breastplate which should be carried on the right side of a breast over awards of the USSR. It is P. z. as of January 1, 1982 it is appropriated to 26 doctors (tab).

The honorary title of the honored doctor of the republic is established in 1940 in RSFSR, the Ukrainian, Belarusian, Uzbek, Kazakh, Georgian, Azerbaijani, Kyrgyz, Tajik, Armenian, Turkmen federal republics, in 1941 in Lithuanian, Moldavian and Latvian, and in 1945 in the Estonian SSR. This rank is given to the highly skilled doctors of all specialties working in clinics,-tsakh, hospitals, policlinics, out-patient clinics, clinics, sanatoria on medical sites, in maternity homes and others to lay down. - professional, and a dignity. - epid, institutions, in bodies of health care, and also to the doctors, scientific and pedagogical medics who are working in medical schools, in medical in-ta and scientific research institute, faultlessly worked in these institutions not less than 10 — 15 years (in the Georgian SSR — not less than 20 years) and especially caused a stir in the medical practical activities in the field of national health care. In all federal republics as of January 1, 1977 P. z. the honored doctor of the republic more than 18 thousand doctors was appropriated. It is P. z. it is established also in all autonomous republics, except Karakalpak to the ASSR.

To persons, the Crimea P. z is appropriated. the honored doctor of the republic, the diploma of Presidium of the Supreme Council of the republic and the breastplate of the established sample is handed (see tsvetn. fig. 1 — 17). In the Georgian and Armenian Soviet Socialist Republic the breastplate is not founded.

The resolution of the Central Committee of the CPSU, Council of ministers of the USSR and the All-Union Central Council of Trade Unions of July 15, 1964 established increase in official salaries of doctors, including heads and their deputies, the Crimea P. z is appropriated. honored doctor of the republic (allied or autonomous). In legislations of federal republics for the persons awarded with P. z., the right of use of additional living space is provided.

Item z. the honored worker of science in various republics it was established during the period from 1928 to 1941 (in the Uzbek SSR — in 1964) also it is appropriated to scientists, including uche-nym-physicians, for especially valuable works in the field of science, for opening, especially important for socialist construction, and the invention or for outstanding scientific and practical and scientific and promotional activity.

Item z. the honored worker of health care of the republic it is established in all federal republics (except RSFSR, the Kazakh and Tajik SSR) during the period from 1964 to 1979 and it is appropriated to the highly skilled health, pharmaceutical and other workers of institutions and bodies of health care, workers of social security connected with medical care for big merits in development of national health care.

Item z. the honored pharmacist of the republic existed in the Georgian SSR from 1962 to 1978, in the Turkmen SSR from 1968 to 1973 and it was appropriated to the highly skilled pharmacists who worked as not less than 20 years and especially otlichivpshmsya in practical activities in the field of national health care; it is cancelled in connection with establishment in these republics of P. z. honored worker of health care of the republic.

Item z. the honored druggist of the republic it is established in 1965 in the Kazakh SSR and in 1968 in the Tajik SSR. It is appropriated to highly skilled workers of drugstores, galenofarmatsevtichesky and analytical laboratories, pharm. the plants, pharmaceutical warehouses, offices of pharmaceutical managements and other pharmaceutical institutions, having pharmaceutical education and worked in these institutions not less than 10 — 15 years, and also to the scientific and pedagogical workers of pharmaceutics who especially caused a stir in the practical or scientific and pedagogical activities. In; The Uzbek SSR is P. z. existed from 1968 to 1976, before establishment of a rank of the honored worker of health care of the republic.

Petition for P.'s assignment z. it is excited before higher body or the organization by administration together with the party, trade-union and Komsomol organizations of the enterprise, association, establishment where represented works.

P.'s assignment z. (allied or republican) it is made on representation of allied or republican min.-va health care, Presidium of the Supreme Council of the autonomous republic. P.'s deprivation z. it can be made only by Presidium of the Supreme Council of the USSR or federal republic.
