COMMITTEE OF THE HELP TO WOUNDED AND SICK RED ARMY MEN — the public organization created for assistance to bodies of the Soviet power in the help to wounded and sick Red Army men during their evacuation and treatment.
The committee was organized at the initiative of V. I. Lenin and is founded by the resolution of the All-Russian Central Executive Committee and Council of People's Commissars of RSFSR of October 29, 1919.
It was specified in the Provision on the Committee published 1.XI 1919 g in the Izvestiya VTSIK newspaper that its main objective is assistance to bodies of the Soviet power in the help to wounded and sick Red Army men during their treatment and evacuation, in attraction to this work of wide workers and country masses, and also the party and economic organizations.
The committee consisted at VTsIK. Representatives of national commissariats of health care, on military and sea affairs, food, finance, and also the State control, the Central Committee of the Russian Communist Party and the All-Russian council of labor unions entered it. Means of Committee were formed from the sums which are released by the government, and also received from lectures, concerts and other sources. On places provincial committees of the help to wounded and sick Red Army men were organized.
The committee carried out an important role in mobilization of workers and attraction them to service of the wounded and sick soldiers who are on treatment, in preparation of rooms for again developed hospitals and providing them with fuel, necessary stock. The big help was received to lay down. institutions from the peasants who were delivering food in hospital, allocating transport for transportation of wounded and patients.
Work of Committee during military intervention when the country tested an acute shortage of food, the medicines and other means necessary for treatment of wounded and patients had special value.
After the end of civil war by the resolution of VTsIK and SNK of January 25, 1925. The committee of the help to wounded and sick Red Army men was renamed into the All-Russian committee of the help to disabled veterans, sick and wounded Red Army men and families of persons, dead in the war (ALL by P EYE AND OHM) which in 1930 is transformed to All-Union society of the help to disabled veterans, patients, wounded and the demobilized Red Army men and families of persons, dead in the war (VSEROOBPOM), and placed under authority to the national commissioner of social security. In November, 1935 by the resolution of VTsIK and SNK of RSFSR VSEROOBP it was liquidated.
At the beginning of the Great Patriotic War, as well as during civil war, with special sharpness there was a problem of service of wounded and sick Soviet soldiers again. The resolution of the All-Union Communist Party (bolsheviks) of the Central Committee of October 8, 1941 created All-Union committee of the help with service of sick and wounded fighters and commanders of Red Army which was headed by the secretary of the All-Union Communist Party (bolsheviks) of the Central Committee A. A. Andreyev. Executives Narkomzdrava, Narkomata of means of communication, the All-Union Central Council of Trade Unions, the Central Committee of the All-Union Leninist Young Communist League, Executive committee of the Red Cross and Red Crescent, etc. were a part of Committee. The committee had an extensive network of republican, regional, regional, city and regional committees in the country. These committees representatives of party, Soviet, Komsomol and other public organizations were included. The organization of broad public aid to bodies of health care in reception of the wounded and sick fighters and commanders of Red Army brought from field army in rear hospital in their service in these hospitals, the help in the equipment and improvement of hospitals, in cultural and political service of wounded and patients, and also in production of medical devices, tools, collecting officinal herbs, broad involvement of workers to donorship, employment of disabled veterans, etc. was assigned to Committee.
During the entire periods of activity committees as mass public organizations gave big help to health care in treatment of wounded and sick soldiers, recovery of their health, moral spirit.
