BADGERS Mikhail Ivanovich

BADGERS Mikhail Ivanovich 1890 — 1974) — one of the first organizers of the Soviet health care, the doctor of medical sciences, professor. The member of the CPSU since 1917. Ended medical f-t Moscow un-that in 1914. In days of Great October socialist revolution directed medical and sanitary department of Revolutionary-military committee of the Petrograd Council of working and soldier's deputies. Since December 4, 1917 — the chairman of board of the Head military and sanitary department. At the same time participated in creation of Council of medical boards as the vice-chairman, and also there was a deputy chairman of Committee on reorganization of the Russian island of the Red Cross (1918). In the years of civil war and foreign intervention (1918 — 1920) the dignity directed. part of East, Southern and Southwest fronts and Western Military District. In 1921 — 1922 — the member of the Central Committee of the Union Medsantrud. In 1923 — 1924 — the manager. Far East public health department. In 1924 — 1930 — the national commissioner of health care of BSSR and the head of department sots. hygiene in Minsk. From 1930 to 1939 directed the health sector of the State Planning Committee of the USSR. At the initiative of M. I. Barsukov the first All-Union conference on planning of health care and working rest was convened by the State Planning Committee of the USSR. In days of the Great Patriotic War he is the chief of front evacuation centers on Kalinin and the 1st Baltic fronts and one of organizers of the Military-medical museum Ministries of Defence of the USSR. From 1945 to 1963 M. I. Badgers — the head of department of history of the Soviet health care of All-Union scientific research institute of social hygiene and the organization of health care of N. A. Semashko, and since 1963 — professor-consultant of this institute.

M. I. Barsukov is the author of many works according to the theory and history of the Soviet health care, military medicine and history of the Red Cross and Red Crescent of the USSR. He is an author and the coeditor of the section «Organization of Health Care» of the 1st and 2nd the BME edition.

M. I. Barsukov was one of organizers of the scientific island of historians of medicine (1946) and the chairman of his board. It was the honorary member of the Czechoslovak medical island of Purkinye. «the sign of Honour» and medals is awarded by two Orders of Lenin, awards of Patriotic war of the I degree.
