ALL-UNION QUALIFIER — the state document, in Krom is classified and coded products made in the national economy of the USSR; it is calculated for use of mathematical methods and computer aids, during the performance of calculations in the field of planning of production, distribution and use of material resources, including products of medical prescription. Since 1976 O. to. has the legislative force of the State standard obligatory for mines - in, departments, the organizations and the enterprises of the USSR; contains St. 10 million product names. Before enforcement of O. to. in the national economy industry qualifiers with the symbols and codes chosen according to the tasks solved by them operated. Nek-rye from them were widely adopted rather, gained cross-industry value and were used in a number of industries, e.g. «Qualifier of products, their components and documents of the main production», «System of drawing economy», etc.

In the USSR M3 system industry qualifiers were used to definition of requirement, planning of production, the organization of supply with pharmaceuticals and products of the medical equipment with the Head pharmaceutical department of M3 of the USSR and the Union medical equipment of M3 of the USSR, according to-rymi forms of the request order were formed. However the principles of creation of industry qualifiers were not uniform that complicated use of modern computer aids.

The evidence-based system of classification and coding of products for planning, the account and management of the national economy accepted in O. to., is based on hierarchical classification groups, to-rye provide a possibility of performance of the calculations which are required at various stages and levels of economic and sectoral planning. It is under construction by association of the classified objects in groups on the principle of uniformity of more or less essential properties and signs, to-rye can be in a community of structural elements, uniformity tekhnol, processes, identity of a feed stock and materials, in features of use (consumption) etc. In total the signs distinguishing separate types of products from each other, O. to. establishes the classification sequences of signs and according to them branched system of division of specific products but to classes, subclasses, groups, subgroups and types.

For coding of products in O. to. the digital decimal system in which the first six signs (categories) are taken away for designation of classification associations of products grouped in the most general signs taking into account industry accessory is used. The list of these groups makes the highest classification groups O. to. also includes 98 classes.

In a digital code O. to. the two first a sign (category) the class, the third sign — a subclass designate, the fourth — group, the fifth — subgroup and the sixth — a look, the subsequent four signs — intraspecific groups.

Medicines, chemical - pharm, products and products of medical appointment are presented in the 93rd class, to-ry is divided into 9 subclasses: chemical - pharm, drugs with the general chemical signs; chemical - pharm, drugs of pharmako-therapeutic action; chemical - pharm. drugs of chemotherapeutic action; antibiotics; vitamins, coenzymes, enzymes, amino acids, organopreparata (endocrine drugs); pharmaceuticals from natural raw materials others; raw materials, vegetable and animal medicinal products; biol, drugs; materials, medical means, products of medical appointment, etc.

Each subclass consists of groups, napr, a subclass 93 1000 (chemical - pharm. drugs with the general chemical signs) includes groups: 93 1200 — barbiturates; 93 1300 — derivatives salicylic to - you, pyrazyl ketone and rodinal; 93 1400 — drugs purine; 93 1500 — drugs sulfanamide etc.

In turn, each group is divided into subgroups; e.g., the group 93 1200 has subgroups 93 1210 — barbiturates of average action, 93 1220 — barbiturates of long action, 93 1230 — barbiturates of short and ultrashort action etc. Subgroups are divided into types; e.g., the subgroup 93 1210 reckons 93 1211 — barbamyl and barbamyl in a combination with other drugs, 93 1212 — this is mynal-sodium (nembutal), 93 1213 — cyclobarbital etc. The subsequent 4 signs (category) include sequence number of drug in group and number of pharmakoterapevtichesky group according to the industry USSR M3 qualifier. The medical equipment is presented in the 94th class, to-ry is divided into 7 subclasses. Two subclasses are taken away for products which do not have specific distinguishing characters. The ground mass of products of the medical equipment is united in 3 subclasses — medical tools, medical devices and devices, the medical equipment.

Medical glassware and polymeric materials, the container and packaging of pharmaceuticals and drugs, and also processing equipment of the medical industry and spare parts to it are carried to the subsequent two subclasses of the 94th class O. to.

Each subclass of the medical equipment consists of groups; e.g., the subclass 94 3000 (medical tools) includes groups 94 3100 — the tools mechanized 94 3200 — the tools pricking 94 3300 — the tools cutting etc. The group 94 3100 includes subgroups 94 3110 — the sewing tools, 94 3120 — cutting instruments with the drive etc. Subgroups are divided into types; e.g., the subgroup 94 3110 is subdivided into types 94 3111 — stapling machines, 94 3112 — ushivatel. The last four signs (categories) of a code O. to. are an article number; e.g., at number 94 3111 0001 the device for circular sewing together of blood vessels (for sewing together of blood vessels the end in the end), at number 94 3111 0003 — the device for circular sewing together of blood vessels the end sideways etc.
